Irkutsk District Mayor Igor Naumov has filed for voluntary early resignation, and the issue will be considered at an extraordinary Duma meeting on July 13. He is under house arrest after detention and searches, and investigators say his actions caused 15 million rubles in damage to the state. The article also details the criminal case linked to land allocation for the Mysovoye cottage settlement, and why experts differ over the Naumov case.

The mayor of the Irkutsk District, Igor Naumov, has submitted a request for voluntary early resignation of his powers. The decision will be made at an extraordinary meeting of the Irkutsk District Duma, which will take place on July 13. At present, Igor Naumov is under house arrest. This was reported by the press service of the Irkutsk District administration.
Igor Naumov was detained on July 1 at the place of registration and actual residence of the head of the municipality after searches in the administration of the Irkutsk District. As a result of the operational measures, documentation was seized. According to the investigation, the actions of the head of the municipality caused material damage to the Russian Federation in the amount of 15 million rubles.
As a reminder, a criminal case has been opened against Igor Naumov under paragraph "v" of part 3 of Article 286 of the Criminal Code of the Russian Federation (abuse of official powers committed with grave consequences). This concerns actions related to the provision by the administration of the Irkutsk District of a land plot for the dacha non-commercial partnership "Mysovoye." Parts of this DNT are located on the ski trail of the Irkutsk State Agricultural Academy, along which, in particular, part of the "Ski Track of Russia" traditionally passes. The Irkutsk Region Prosecutor's Office became interested in the fact that federal land was allocated to the DNT. As a result, the supervisory authority protested the allocation of land to 12 DNTs. Searches in the "IrGAU Ski Track" case had already been conducted in August 2014 at the administration of the Irkutsk District and at the university.
The result was the seizure of part of the documents at the agricultural university.
On July 3, the mayor of the Irkutsk District was placed under house arrest.
Experts differ in their assessments of the "Naumov case." Political scientist Sergei Schmidt notes that Naumov's detention fell on prepared ground of public demand. The expert does not link this operation to the interests of the acting governor. According to political scientist Sergei Bespalov, the leader of the Irkutsk branch of the Democratic Choice party, on the contrary, the criminal case against Igor Naumov is political in nature. The mayor had every chance of being re-elected in 2017, but he did not fit into the structure being built in the municipalities by the leadership of the regional "gray house," since he did not pass the reliability check.
