In Irkutsk, an inspection of a shelter for stray animals in Karluk found serious violations, lack of food, water, quarantine area, and even animal carcasses. Specialists also found documentation problems, sick and healthy dogs kept together, and no way to identify captured animals. Due to violations, payment under the contract to the contractor has been suspended, and he was ordered to urgently fix all deficiencies.

Dead animals, lack of feed, water, and a quarantine area — this is what employees of the environmental management department of the city improvement committee of the Irkutsk city administration saw at the shelter for stray animals in Karluk.
Serious violations were found in the work of the contractor responsible for catching dogs in the city. Also, at the time of the inspection, the contractor, LLC "Perspektiva-Avto", had not provided documentation. This was reported by the press service of the mayor's office of the regional center.
Due to the numerous violations identified, payment under the contract is not being made to the contractors. The management of the enterprise was issued an order to eliminate all identified violations as soon as possible.
The performance of the municipal contract for catching stray dogs in Irkutsk is being monitored. As part of the latest inspection, specialists identified violations on the territory of the dog shelter in Karluk: the inability to identify stray animals caught in Irkutsk from stray animals caught in the territories of other municipalities of the Irkutsk Region.
The shelter has 11 sick stray animals kept together with healthy ones. Seven dogs caught by LLC "Five Stars" in 2014 were found among the dogs caught in 2015. Also, the cages are in an unsatisfactory condition, with animal waste visible in them. Animals of different sexes were kept in one enclosure.
Recall that in 2015, the subsidy for catching stray animals from the budget of the Irkutsk Region amounted to 2.2 million rubles. Within this amount, an auction was announced for the catching of 558 stray dogs. The winner of the auction was an enterprise from Ulan-Ude, which reduced the total contract amount to 1.5 million rubles.
According to the terms of the contract, the contractor must catch 558 dogs and keep them for 6 months from the moment of capture, followed by sterilization (castration) and transportation to their former habitats. The catching of stray animals is carried out by the contractor within 3 calendar days from the moment the request is received. In the event of a report of aggression by a stray animal, the request must be fulfilled immediately.
