The Federal Treasury Office for the Irkutsk Region has temporarily suspended spending operations on ISU accounts because of a court dispute over the Yaroslavets motor ship. The rector Alexander Arguchintsev says salaries and scholarships will be paid on time, and the university is seeking to unblock only about 4 million rubles.
The Federal Treasury Administration for the Irkutsk Region has temporarily suspended expenditure operations on ISU accounts. As the university rector, Aleksandr Arguchintsev, said, all of ISU’s financial obligations, including salaries and scholarships, will be fulfilled on time.
This situation is related to the return to the state university’s ownership of a “Yaroslavets”-class motor vessel, which in 2000 was transferred to a private individual under a gratuitous lease agreement. The private individual invested significant funds in its modernization. But later the vessel was used for tourist trips and picnics, the rector writes in his blog.
“By decision of the Kirov District Court of Irkutsk, the vessel is to be returned to ISU with all improvements made. As a result of the appeal filed by the above-mentioned individual, the Regional Court amended the decision: the vessel is to be returned to ISU with all improvements made, but the university must recover unjust enrichment in the amount of about 4 million rubles. The decision entered into force on 03/02/2015. The case was split into two enforcement proceedings. It is clear that recovering nearly 4 million rubles from a budget institution is very easy. The writ of execution is already at the treasury. Under the second writ of execution, on June 9, 2015, an attempt was made to return some vessel to ISU. The university commission sent to accept the vessel concluded that the vessel offered for acceptance is not the vessel mentioned above and does not have the improvements claimed in the private individual’s lawsuit,” Aleksandr Arguchintsev noted.
The university administration sent written statements to the Investigative Department of the Investigative Committee of Russia for the Irkutsk Region. An inquiry is currently underway. The rector met with the head of the regional FSB Directorate and asked that the situation be taken under personal control. Also, Aleksandr Arguchintsev met with the leadership of the Federal Treasury Administration for the Irkutsk Region. A request was made to “freeze” only the amount of 4 million rubles.
