Dmitry Medvedev at a citizens reception in Irkutsk Region heard residents with many different problems, from building a school and road to housing for orphans and support for small business. After the meeting the prime minister gave specific orders to regional and federal agencies, and some initiatives, including creating an industrial cluster, won his support. The party notes that even individual appeals can lead to decisions important for many people.

On July 22, at the public reception office of United Russia, the chairman of the party "United Russia," Russian Prime Minister Dmitry Medvedev, addressed the problems of residents of the region. The party leader spoke with six citizens, including a mother of many children, an orphan, the head of a peasant farm, and a young entrepreneur.

The questions were very different; they concerned the construction of a school in Zalari, the road to the "Oktyabrskoye" garden association, support programs for rural residents, the provision of housing for orphaned children, and the receipt of subsidies by small and medium-sized businesses.
As noted by Sergei Brilka, secretary of the United Russia regional branch in Irkutsk Oblast, the prime minister's communication with citizens could be described as dynamic, specific, and engaged. Sergei Brilka separately noted the speed of decision-making.
- On all the questions, the chairman of the government answered quite specifically, precisely, and clearly, gave instructions on those issues that need to be resolved in the region to the governor, and on those issues that have shared powers with the Federation, instructions to his staff, - said the secretary of the regional branch of the ruling party.
In particular, Dmitry Medvedev referred the resolution of the issue raised by the head of the peasant farm, Fyodor Lanin, to the Ministry of Agriculture of the Russian Federation.
- I will instruct the Minister of Agriculture to prepare a proposal to extend the registration period for a completed house under the relevant program, taking into account the specifics of the structure and climatic conditions, because this is not Sochi, but Siberia, and winter comes quickly here, - said the head of the Cabinet.
The issue of combining housing allocated to children left without parental care and maternity capital for those orphans who have already managed to start families of their own may also receive development at the federal level.
- This, by the way, may be important more broadly as well. Let our colleagues, the deputies, perhaps consider this issue; maybe there is even a reason to change the legislation, - said the prime minister.
An entrepreneur from Angarsk, Alexey Shchichko, proposed creating an industrial cluster in Irkutsk Oblast that would include small enterprises. In the entrepreneur's view, in such a cluster the regional government could act as an intermediary between small business and large state corporations.
Dmitry Medvedev supported Alexey's proposal and gave the relevant instruction to the acting governor of Irkutsk Oblast, Sergei Eroshchenko.
- Sergei Vladimirovich, I ask you, with the involvement of representatives of the state companies that are here, to look at what can be done in response to our colleague's appeal, - said the prime minister.
As Alexey Shchichko noted, it was important for him to explain to the prime minister his vision of solving the problems of small and medium-sized businesses.
- I didn't think everything would be on such a note, that it would be so simple. He is a very attentive interlocutor, he listened and did not interrupt. I think the prime minister heard me, - he shared his impressions.
Even those citizens who were unable to get an appointment with Dmitry Medvedev had the opportunity to pass their appeal to the chairman of United Russia: yesterday and today, they were assisted by Galina Karelova, chairwoman of the presidium commission of the party's General Council "United Russia" on working with citizens' appeals.
- I reported to Dmitry Anatolyevich on the citizen receptions that took place this morning.
A large number of citizens approached us with the issue of providing housing for northerners. This issue is painful, and, as we understood, it may be one of the most acute problems in your region. In this part, Dmitry Medvedev assured that this program will continue, the government will strengthen and expand this program.
The party chairman instructed that each application be considered especially carefully, Galina Karelova emphasized.
As Sergei Brilka noted, summing up the citizen reception, solving problems that seem local can turn into solving problems for many citizens of the Russian Federation.
