In Irkutsk in 2015 about 1.5 thousand residents being relocated from unsafe housing will get new apartments, the city register already lists 293 apartment buildings. At a briefing they explained how a house is declared unsafe, why dilapidated housing is not always automatically slated for relocation, and what two relocation systems operate in the city. It was also reported that in the Irkutsk region 8.4 thousand people will celebrate moving into new homes this year, and 5.4 billion rubles are allocated for relocation.

In 2015, about 1.5 thousand residents of Irkutsk will receive new apartments as a result of relocation from dilapidated housing. The register of Irkutsk’s dilapidated housing stock includes 293 apartment buildings.
There are two relocation systems in the city: the municipal program and the development of built-up areas. This was reported at a briefing dedicated to relocation from dilapidated housing today, July 29.
Deputy Mayor and Head of the Administration Office of Irkutsk Yulia Efimova said that for a building to be included in resettlement, the owners must submit the relevant application to the city administration. After that, an interdepartmental commission established under the Committee for Urban Planning Policy will join the work. It is this commission that decides whether to recognize a building as dilapidated or not. Yulia Efimova also noted that if a building is recognized as worn-out, that does not yet mean it will be included in resettlement. It must be legally recognized as dilapidated.
"When the first program was being formed in 2005, an analysis of the housing stock was carried out. A list of buildings that, as of the end of 2004, were assessed as worn-out was approved. Every apartment building has a depreciation percentage. If it exceeds 65%, the building is recognized as worn-out. But that does not mean it is legally recognized as dilapidated and included in the program," explained the head of the administration office of Irkutsk.
According to the law, there are two systems for relocating people from worn-out dilapidated housing. The first is the city resettlement program. Funds are allocated from the city budget. The mayor’s office purchases apartments and transfers them to the relocated residents. The second system is resettlement under an agreement on the development of built-up areas. In this case, the developer signs an agreement with the administration and undertakes to relocate the residents independently, and in return receives the land plot on which the worn-out housing is located. Since 2012 to the present day, four agreements on the development of built-up areas have been concluded with CJSC "AZGI", LLC "Sibkomplektmontazh", LLC "MAKSSTROY", and LLC SK "Region Sibiri".
In the Irkutsk Region, 8.4 thousand people living in dilapidated buildings will celebrate moving into new homes this year. 5.4 billion rubles have been allocated for resettlement. These funds are planned to be used to commission 138.4 thousand square meters of new housing.
