Irkutsk universities are admitting to state funded places differently this year. 80 percent will be filled in the first round, the remaining 20 percent in the second.

Universities in Irkutsk will sign enrollment orders for 80% of budget-funded places in the first wave. School students who scored high marks risk remaining unenrolled if they do not bring the required documents in time.
Admissions offices at the universities said that at present applicants are, in most cases, uncertain about their choice. Wavering between several educational institutions leads to the fact that applicants simply "miss out" on a state-funded place.
This year the enrollment system has changed slightly compared with previous years. At present, universities have the right to enroll up to 80% of applicants into budget-funded places in the first wave of enrollment, that is, on August 4. And the remaining 20% of places – in the second wave, on August 7.
The university will consider candidates based on the original education documents submitted to the admissions office, in accordance with the ranking formed by Unified State Exam scores (for school graduates), or the results of entrance examinations (for graduates of vocational secondary education institutions, as well as certain categories of applicants who have the right to take the university's entrance examinations).
The admissions office of IrGUPS emphasized that, on the one hand, such an innovation is very good for applicants. If school graduates want to be enrolled in the first wave, they need to submit the original certificate to the university and wait. On the other hand, applicants can hardly predict whether they will really make it into the first wave of enrollment.
- This year universities do not form a list of those recommended for enrollment. And applicants were not prepared for this. They all expect the university to announce a list of recommended candidates according to the ranking, but there will be no ranking, and the university will simply post enrollment orders on the website right away for those who have submitted the original. Therefore, applicants need to very carefully monitor the competitive applicant lists.
The picture changes every hour: someone brings documents, someone takes them back. And the exact information will only be known when the acceptance of originals ends – that is, on August 3 at 18:00. After that time, changes are no longer considered. Applicants will still have a chance to compete for the remaining 20%. The admissions offices of all universities will have to close, and for the first time in 2015 this time was set uniformly for all universities in the country.
In order for applicants to see the overall picture, Irkutsk State University of Railway Engineering has for the first time opened access on its official website to the database of those who have submitted documents online. The information that applicants see on our website today changes simultaneously with the real situation at the university. If an applicant submits the original to the admissions office, this will be reflected on the website within a few minutes, said Alexander Logunov, the executive secretary of the admissions committee of Irkutsk State University of Railway Engineering.
As the head of the admissions committee of Baikal State University of Economics and Law, Lyubov Lugovaya, emphasized, students with high Unified State Exam scores risk missing the chance to study on a "budget-funded" place if they do not submit the originals of their documents within the specified period.
- Until August 3 inclusive, we accept originals from those who want to take part in the first stage of enrollment. At this stage, 80% of applicants from the top of the list who brought the original will be enrolled. For example, 10 places. On August 4 we enroll the first eight people by ranking – those with originals. At the second stage, two people will be enrolled. Such a situation may arise that at the first stage we enroll students whose cutoff score, for example, is 200. At the second stage, the competition may be between 250 and 247. There are only two days there: August 4 – the order, originals – until August 6.
It may happen that students whose originals are far away (Moscow or St. Petersburg) will not have time to deliver them. They did not make it there and did not get in here. They will have to study on a fee-paying basis. Of course, it is easier to get into the 80% than into the 20%. There are more chances. Those students who have from 212 to 225 points may not get in anywhere. If they want to take a budget-funded place, this is important. If not, then let them prepare money. They need to decide on a university right away, rather than run around five of them. They were given a choice. I think this is not very good, because a person does not know how to live within the framework of choice. If they were given one, two, but not five. Five – and they start being torn in all directions.
For study, one should choose specialized universities where the main teaching staff is, where everything is geared toward that. One needs to determine one's specialization right away. They start unnecessary running around. Unfortunately, such things happen, Lyubov Lugovaya noted.
The admissions office of Irkutsk State University emphasized that applicants should not count on budget-funded places if they do not bring the original documents.
- On the 4th there will be the first wave of enrollment, 80% for budget-funded places. On August 7 there will be the second wave, where 20% will be enrolled. This year the enrollment format has changed. If the original is not brought, they will not be admitted. In the first wave, an applicant could be quite high up and pass. In the second wave there will be a new ranking. They will not participate in the competition at all if they do not bring the original, said Igor Cherdakov, a specialist in educational and methodological work at ISU.
According to Dmitry Kokourov, deputy chairman of the central admissions committee of IRNITU, applicants with perfect scores are now wavering between several universities. In this regard, there is a possibility that they will miss their chance to enter a "budget-funded" place.
- The number of budget-funded places is taken, say, 100. In the first wave we enroll 80 people based on originals, in the second – the remaining 20. On the websites of all universities, rankings are now posted, and by them one can easily calculate whether one passes or not. One needs to bring the original to the university one has passed to. In the second wave, the competition will be higher. People with 100 points on the exams are wavering about where to get in. There are also people who submitted documents to five universities, while keeping the originals at home. They are waiting for something. There is, of course, a risk, Dmitry Kokourov said.
