The Leninsky District Prosecutor’s Office of Irkutsk conducted an inspection of compliance with the law at the municipal budgetary institution “Spartak Swimming Center” and the Department for Physical Culture and Sports of the city administration. As part of the investigation, it was found that the municipal pool, which was opened in November 2014 and intended for free swimming lessons for children and for serving city residents at lower prices, did not provide any free services. Single visits, lane rentals, subscriptions, and children’s groups were paid for by visitors in accordance with the price list approved by the Department for Physical Culture and Sports of the Irkutsk administration. At the same time, the fee for the services provided was higher than in other swimming pools in Irkutsk.
Facts of improper use of budget funds were identified. Of the 15 swimming competitions financed from the budget, only five were held in 2014. Although reports on the events and the use of budget funds were prepared. Thus, despite the fact that more than 200 million rubles of budget funds were spent on the construction of the pool, and more than 8 million rubles were spent on its operation, the goals of establishing the institution were not achieved.
Also, during the inspection, the prosecutor’s office discovered poor-quality work during the construction of the pool, facts of misuse of budget funds for the purchase of equipment and inventory, violations of the procedure for concluding municipal contracts, leasing of the facility’s premises to outside organizations, and other violations.
For violating the requirements of legislation on the contract system in the procurement of goods, works, and services to meet state and municipal needs, labor legislation, and fire safety requirements, the municipal institution and its head were brought to administrative responsibility and have already been dismissed.
