Kennel K-9 won a municipal contract to catch and keep 163 stray dogs in Irkutsk for 653 thousand rubles, funded by savings from the previous contract. The former contractor, Perspektiva-Avto LLC, faced inspections for many violations in animal care and capture discrepancies. The company was listed as a bad contractor, and K-9 now takes stray animal capture requests

Following the results of the auction, the municipal contract for the capture and maintenance of 163 stray dogs was won by the K-9 kennel. 653 thousand rubles will be spent on this. The funds for the implementation of the contract appeared as a result of savings under the previous agreement.
This year, a subsidy of 2 million 246 thousand rubles was allocated from the regional budget for the capture of animals. The auction for the work was won by Perspektiva-Auto LLC, reducing the initial contract amount to 1 million 588 thousand rubles. The remaining funds were allocated to an additional tender.
The management of Perspektiva-Auto has still not provided the city administration with the documentation necessary to confirm the facts of services rendered under the municipal contract. Also, as a result of the latest inspections conducted by employees of the ecology department of the urban development committee of the Irkutsk city administration, a large number of violations of the contract terms by the contractor were found.
First of all, this concerns the very fact of capture. Based on the auction results, Perspektiva-Auto undertook to catch stray dogs in the territories of 7 municipalities of the Irkutsk region, including Irkutsk. But as part of a joint inspection of the contractor’s activities by all customers at once, it turned out that the same animals had previously been shown to inspectors as having been caught in the territories of their municipalities. In addition, the total number does not correspond to the contract.
Secondly, other violations were also found: the absence of food and water in the cages, animal waste in the cages, the absence of a veterinary station on the kennel grounds, unutilized animal carcasses, as well as keeping sick and healthy dogs together. As a result of the latest inspection on July 30, a significant increase in the number of infected animals was discovered. Therefore, specialists from the city administration’s ecology department sent a request to the Veterinary Service of the Irkutsk Region to inspect the conditions in which dogs are kept on the kennel grounds in Karluk. At present, the contractor, Perspektiva-Auto LLC, has been placed on the list of unscrupulous contractors and will no longer be able to take part in auctions for the provision of services in the city of Irkutsk.
