In Irkutsk, animal rights activists were allowed to hold a rally in support of captured animals. The event will take place on August 11 in Kirov Square. They demand the shelter in Karluk be closed and the animals moved to the K-9 kennel shelter. The reason was numerous violations found in the work of the contractor Perspektiva-Avto, from doubts about the legality of the capture to poor living conditions, lack of water and food, and a rise in sick animals. The company has already been deemed an unreliable contractor and can no longer take part in city auctions.

On August 5, animal rights activists at a commission meeting in the administration of the Pravoberezhny District of Irkutsk received permission to hold a rally in defense of captured animals. The event will take place on August 11 at 1:00 p.m. in Kirov Square.
Animal rights activists are asking for the shelter in Karluk, where LLC "Perspektiva-Avto" keeps the captured animals, to be closed, and for the animals to be transferred to the shelter of the K-9 kennel.
As a reminder, "Perspektiva-Avto," which won the municipal contract, will no longer be dealing with the capture of stray animals on the territory of Irkutsk. The company has been recognized as a dishonest contractor and will not be able to take part in auctions for services in Irkutsk. "K-9" is taking over the capture of stray animals.
As a result of the last two inspections conducted by employees of the ecology department of the urban improvement committee of the Irkutsk city administration, a large number of violations of the contract terms by the contractor were discovered.
First of all, this concerns the very fact of the capture. Based on the auction results, "Perspektiva-Avto" undertook to catch stray dogs on the territory of 7 municipalities of the Irkutsk region, including Irkutsk. But as part of a joint inspection of the contractor's activities by all customers at the same time, it turned out that the same animals had previously been shown to inspectors as having been caught on the territory of their municipalities. In addition, the total number does not match the contract.
Secondly, other violations were also found: lack of food and water in the cages, animal waste in the cages, absence of a veterinary station on the kennel grounds, unutilized animal carcasses, as well as keeping sick and healthy dogs together. As a result of the latest inspection on July 30, a significant increase in the number of infected animals was discovered. Therefore, specialists from the city administration's ecology department sent a request to the Veterinary Service of the Irkutsk Region asking it to inspect the conditions in which the dogs are kept on the kennel grounds in Karluk. At present, the contractor LLC "Perspektiva-Avto" has been added to the list of dishonest contractors and will no longer be able to take part in auctions for services on the territory of the city of Irkutsk.
