On November 18, a criminal case was opened against former Irkutsk region governor Alexander Tishanin for abuse of office causing grave consequences. According to investigators, the regional budget lost about 70 million rubles due to violations in placing regional bonds in 2007, and deputy Anton Romanov links the tender to a possible conflict of interest. Tishanin says he knows nothing about the prosecution, and investigators have not commented yet.

On November 18, a criminal case was opened against former governor of the Irkutsk Region Alexander Tishanin. He is accused under the article "Abuse of official position resulting in grave consequences" (Part 3 of Article 285 of the Criminal Code of the Russian Federation, which provides for a penalty of up to 10 years in prison).
At the request of deputy of the regional Legislative Assembly Anton Romanov, an investigation was conducted by the Investigative Directorate of the Investigative Committee under the Prosecutor's Office of Russia. As a result, it was found that the budget of the Angara region, in the course of financial machinations, suffered losses amounting to about 70 million rubles.
The treasury lost this money in 2007 during a tender for the placement of the 6th issue of regional bonds.
According to A. Romanov, gross violations of the law were committed: the loan was placed off-market - not on the financial exchange of the Russian Federation. The parliamentarian also disputes the legality of the victory in the tender by "Svyaz-Bank," in which the governor's wife worked as an assistant to the president.
"Before winning the tender, the bank issued Tishanin a loan in the amount of 750 thousand euros for 4 years at 9% per annum," A. Romanov claims. "With this money, he acquired a house near Paris."
The former governor himself told journalists that he knows nothing about the criminal prosecution against him. He only confirmed that an audit of the "completeness and efficiency of budget execution" at the initiative of the administration itself was carried out by the Accounts Chamber back in April. "Everything was checked and an act was drawn up. But Romanov deemed it necessary to initiate such an investigation by the prosecutor's office. As part of the investigation, both I and my colleagues gave our explanations, but as for the cases, I cannot comment on anything here, because I do not know about it," A. Tishanin clarified.
Recall that Alexander Tishanin headed the region from September 2005 to April 2008. He then resigned with the official wording "of his own free will," however, there is known to have been an open conflict between A. Tishanin and the Legislative Assembly and law enforcement agencies of the Irkutsk Region. He is currently working as vice president of OJSC "Russian Railways".
The Investigative Directorate of the Investigative Committee under the Prosecutor's Office of the Russian Federation for the Irkutsk Region is refusing to comment on the situation for now.
