The Irkutsk Duma considered several important issues, from increasing spending on free school meals in 2009 to adding two buildings to the prefabricated housing reconstruction program. More than 11,000 schoolchildren are planned to receive 18.5 rubles a day per student for meals, and children from socially vulnerable groups will be eligible for support. In addition, deputies supported Ilya Chernyak for the Irkutsk Region Election Commission.

The Standing Committee of the Irkutsk City Duma on Social Policy recommended approving, at the Duma session, a decision to increase the amount of funds for free school meals in 2009. From the Irkutsk city budget, 18.5 rubles will be allocated per day per student (in 2008 it was 17 rubles).
Social support will be available to children who have lost a breadwinner, children in difficult life circumstances, children registered with the anti-tuberculosis dispensary, children suffering from diabetes, children attending cadet classes, and students attending classes for children with developmental delays. It will also be available to large families and low-income families.
As noted by Valentina Buzhigeeva, acting head of the Department of Education of the Committee for Social Policy and Culture of the Irkutsk City Administration, more than 11,000 schoolchildren in Irkutsk receive free meals in educational institutions. On average in the Irkutsk Region, funds for hot meals in municipal budgets are provided based on the cost of lunch per student in the amount of 3 to 10 rubles.
The Standing Committee of the Duma on Urban Planning, Architecture and Design recommended adopting, at the Duma session, a decision to include two additional houses in the program “Reconstruction, Modernization and Restoration of Large-Panel Residential Buildings.” Funds from the city budget will be allocated for the repair of wall panels in a dilapidated condition of the building at 157 Baikalskaya St., as well as for design and survey work on the building located at 7 Sibirskikh Partizan St. The first facility will receive 1 million 570 thousand rubles in 2008, and the second - 84.8 thousand rubles. The funds allocated for these facilities were found through savings resulting from the work actually completed.

The Standing Committee of the Irkutsk City Duma on Municipal Legislation and Law and Order recommended supporting, at the Duma session, the city administration’s initiative regarding a candidate for the composition of the Irkutsk Region Election Commission. It is proposed to nominate Ilya Samuilovich Chernyak - professor of the Department of Industrial Enterprise Management at IrSTU, Honorary Citizen of Irkutsk - to the Regional Election Commission. Previously, Ilya Chernyak had already been a member of the Irkutsk Region Election Commission.
The committee deputies supported these initiatives.
