Irkutsk administration promised to improve Slavniy district in three years. Residents complained of bad roads, no trash removal, lighting, or transport links. Officials will first fix roads, then water and sewer lines, and have set aside land for a school, kindergarten, and sports center.

The administration of Irkutsk has promised to improve the Slavny microdistrict over the next three years; its residents, through ombudsman Valery Lukin, complained about the lack of amenities and transport links with the city, the mayor’s office website reported on October 7.
The Commissioner for Human Rights in the Angara Region, Valery Lukin, announced in early September that Slavny microdistrict has poor roads, garbage is not being removed from there, and there are problems with street lighting and the quality of cellular service. Immediately after his statement, the administration promised to establish public transport service by September 2.
Among the local residents there are many large families. They received plots back in 2013, but because of the lack of roads many have still not built houses. According to Deputy Mayor Vyacheslav Kudruk, there are no exact deadlines yet for improving the microdistrict, but, according to the official, the projects will be prepared by 2017, and construction will begin in 2018.
According to the city’s deputy mayor Vyacheslav Kudruk, the first thing that needs to be done is roads. In order to use budget funds for these purposes, it is necessary to inventory them and transfer them into city ownership. This procedure requires a court decision and will take 6-7 months. Work on this issue is already underway. If the decision is positive, we will complete the project and begin road construction work by the end of 2016. In addition, a preliminary agreement has been reached with the government of the Irkutsk Region on joint financing of road construction in the Slavny settlement.
According to the mayor’s office, in 2016 a project will also be prepared and construction of a water supply system will begin in Slavny settlement, while plans for sewer construction are scheduled for 2017. The city administration has already reserved land plots for the construction of a school, a kindergarten, and a sports and recreation center. In addition, construction of a kindergarten on Zimnyaya Street and an extension to School No. 66 will begin as early as the beginning of next year.
The head of the committee for the administration of the Pravoberezhny District of Irkutsk, Yevgeny Drokov, clarified that contact with the residents of the settlement has been established. Issues concerning the arrangement of the container site have been promptly resolved, contracts for the removal of solid household waste have been organized, and the children’s playground has been put in order. He noted that the settlement of Lesnoy, where much has already been done to solve problems, can serve as an example of improving remote urban areas.
“The residents created a territorial self-government body — a public organization for territorial administration. This made it possible to solve the settlement’s improvement problems more effectively. The territorial self-government organization ‘Slavny’ will help unite people and promptly solve problems,” the district head noted.
