The court ordered the demolition of an illegal car wash at the entrance to the University district, which turned from a temporary structure into a three story building with signs of capital construction. Experts confirmed a monolithic basement and reinforced concrete floors, and the city administration won after long court proceedings. The mayor's office also said it plans to demolish 20 more illegal buildings soon, with 5 million rubles set aside for this in the budget.

The court, in a lawsuit filed by the city administration, ordered the demolition of the illegal car wash at the entrance to the Universitetsky neighborhood, which had grown from a temporary structure into a three-story building, the mayor’s office press service reported.
As previously reported, the owners of the structure presented the facility as a “temporary structure,” while an expert examination found all the signs of capital construction — three floors, a monolithic basement, and reinforced concrete slabs.
The unfinished car wash, with an area of 470 square meters, has been located in the neighborhood for several years; in 2013, the administration went to court demanding that it be demolished, seeing capital construction disguised as a temporary structure.
“At the defendant’s initiative, a repeat expert examination was ordered. The owners of the structure tried to do everything possible to legalize the unauthorized building. Nevertheless, the city administration obtained a decision for its demolition,” the statement says.
Soon, under a new legislative measure, the mayor’s office will begin demolishing unauthorized buildings without going to court. The administration will see through to the end all legal proceedings already underway with the owners of unauthorized constructions. Five million rubles have been allocated in the budget for these purposes this year. In the near future, 20 unauthorized buildings will be demolished.
