In Irkutsk, a violation was found in the work of the municipal enterprise Irkutskavtotrans. The enterprise bought fuel and lubricants without approval from the founder, though federal law required it. An internal review is now underway of the manager and the enterprise's financial activity.
In September 2015, as part of an audit of accounting records by the Committee for Urban Improvement, a violation was identified in the operations of the municipal unitary enterprise “Irkutskavtotrans”: fuel and lubricants were purchased by the enterprise without approval from the founder.According to Article 23 of Federal Law No. 161-FZ, which regulates the economic activities of municipal enterprises, the purchase of materials had to be approved by the Department of Financial and Legal Work of the Committee for Urban Improvement. However, this was not done by the acting director of the MUE, Yevgeny Vladimirsky. He was informed of this by the relevant directive, “On Non-Compliance with Current Legislation,” issued by the Deputy Mayor and Chairman of the Committee for Urban Improvement.
At present, the legal and control department of the city administration’s control department of Irkutsk is conducting an internal investigation into the enterprise’s management and the economic activities of the MUE.
