In the address to the Federal Assembly, Vladimir Putin touched on the fight against terrorism, economic partnership, education, business support and budget issues. Irkutsk Mayor Dmitry Berdnikov noted that the presidents priorities match the citys tasks from accessible environment and security to new kindergartens and schools. Governor Sergei Levchenko, in turn, commented on the need to limit the budget deficit to preserve room for maneuver in difficult situations.

On combating terrorism, a large-scale economic partnership, raising the level of education, creating new school places, small and large businesses, and much more. Vladimir Vladimirovich Putin addressed the Federal Assembly.
Representatives of the State Duma, the Federation Council, the Government of Russia, the chairmen of the Constitutional and Supreme Courts, the Prosecutor General, the heads of the Central Election Commission, the Accounts Chamber and the Civic Chamber, leaders of religious denominations, heads of regions, and heads of municipalities were invited to the reading of the presidential address. The Mayor of Irkutsk, Dmitry Berdnikov, was also present in the Kremlin. We contacted him by phone.
— I am still under the impression that the president so vividly and clearly set out the priorities by which our country and our city should live. And I am very pleased that it was precisely those areas that were voiced, namely: accessible environment, security, support for young doctors and entrepreneurs. Support for young teachers. These are exactly the things we are working on right now. And the fact that this year we will be commissioning 13 kindergartens on an unprecedented scale fits exactly into the address delivered by our president. And the four schools we have laid down for 2016–2017. Security is precisely our “Safe City” program, where we involve both private enterprises and large corporations to implement video surveillance coverage. In other words, these are exactly the directions in which we must live and work. I think we will cope with the tasks set, says city head Dmitry Berdnikov.
The president also spoke about the federal budget — the deficit should not exceed 3%. Spending should also be reduced at the regional level. Here is how Governor of the Irkutsk Region Sergei Levchenko commented on this.
— We need to restrain ourselves, and then we can respond effectively if something happens. And at the regional level, our maximum deficit is 10%. We recently adopted the budget and limited ourselves to 8.5% — so that there would be some room to maneuver, says the governor.
