In the Angara region, ministers will now report quarterly on their work on an open regional portal already launched in pilot mode. The site offers the Open Budget of Irkutsk Region, the Solve the Problem service, and pages of mayors of 42 municipalities, and later it will host expert discussion of regional issues. According to Dmitry Chernyshov, the main goal is to make officials work as public as possible and change management psychology.

Ministers of the Angara region will report every quarter on the work they have done on the region’s open portal, said the deputy governor of the region and head of the office of the head and government of the region, Dmitry Chernyshov, on January 13 at a press conference dedicated to the 100 days of Sergei Levchenko’s leadership of the region and plans for the current year.
The internet portal was created on the instruction of the head of the region and is now operating in pilot mode. It consists of several subprograms. For example, the website “Open Budget of the Irkutsk Region,” which presents data on the formation and execution of the budget in simplified form, the “Solve the Problem” function, which allows users to send a letter to regional agencies, and the pages of the mayors of 42 municipal formations of the region. Ministers will be required to submit quarterly work plans for their ministries.
In the future, it is planned to create, on the basis of the portal, a platform for discussing the region’s problems, where various experts could express their opinions on different topics or issues of interest.
“The main goal of creating such a portal, in my view, is to change the psychology of the official. So that he can understand that practically everything he deals with every day and over a certain period of time will become public. Perhaps the psychology of the official will change in this regard. This cannot, of course, be done in a day or two, but the path we have chosen should lead to the desired results,” Dmitry Chernyshov said.
As a reminder, the “Open Budget” portal is already operating, where residents of the region can familiarize themselves with the parameters of the main financial document and learn how and what the funds will be spent on.
