Andrey Mikulyak will leave his post as CEO of the capital repair fund for apartment buildings in Priangarye on February 1, calling his work successful. He noted full completion of the first short term repair plan, the start of the second stage, mass elevator replacement in Bratsk, and creation of a public council. He said he still could not secure enough budget support from the new Priangarye government for repairing the aging housing stock.

Andrey Mikulyak will leave his post as CEO of the capital repair fund for apartment buildings in the Angara region on February 1, he said. Andrey Mikulyak assesses his work in this position as successful; according to him, last year the first short-term plan of the regional program for the overhaul of common property was completed 100% in 95 apartment buildings in 12 cities and districts for a total amount of 337 million rubles. It was possible to begin implementing the second short-term plan for 145 buildings in 25 municipalities, and to begin the large-scale replacement of elevators in buildings in Bratsk.
Among other positives, Andrey Mikulyak named the creation of a public council under the fund and the conduct of an information campaign (more than 300 events in 2015. “In December 2015, I successfully passed a professional exam organized by the Russian Ministry of Construction on knowledge of legislation on the topic of capital repairs. Only 23 heads of regional operators out of 81 successfully passed this testing,” Andrey Mikulyak noted.
The fund’s CEO says that he was unable to convince the new government of the Angara region that “it is impossible to leave owners one on one with a deteriorating housing stock,” and that budget support is needed. According to him, if in 2014 the regional budget allocated 102 million rubles for the repair of 95 buildings, then in 2015 and in subsequent years — 5 million rubles. At the same time, repairs are planned this year for more than 200 buildings, and in subsequent years — almost 600 buildings per year.
