In Irkutsk, the nonprofit fund Accessible Environment for the Disabled began work, created by the city administration to provide targeted help to people with disabilities. The organization is already taking applications, collecting donations, and preparing its first projects, from installing a lift for Maria Oshchepkova to solving accessibility problems in the city. The fund also plans a charity auction, cooperation with transport and business, and development of inclusive initiatives.

A non-profit organization, the Municipal Formation Fund “Accessible Environment for People with Disabilities,” has begun operating in the regional center. Its founder is the city administration. This was announced by Deputy Mayor and Chair of the Committee on Social Policy and Culture of the Administration of the City of Irkutsk Tatyana Edelman.
- The fund was created, first and foremost, to provide targeted assistance to people with disabilities through benefactors, - Tatyana Edelman emphasized. - The fund’s work will be transparent, so patrons will know where and for what their money was spent.
She also clarified that since January of this year, the implementation of the “Accessible Environment” program has begun in Irkutsk for the first time. More than 20 million rubles have been allocated in the city budget for these purposes. The funds will be used to install ramps, develop inclusive education in schools, and carry out other measures for people with disabilities.
The fund’s director has been appointed as public figure, athlete, and wheelchair user Viktor Pushkin. A room at 32 Gorky Street, tel. 72-43-21, has been allocated for the fund’s work.
Viktor Pushkin is currently assembling a team that will help him with legal and organizational issues, as well as work with entrepreneurs. At the same time, applications for assistance from people with disabilities are being accepted, and funds are being raised from benefactors.
- We are raising funds for Masha Oshchepkova; she urgently needs a lift in the entrance of an apartment building, - Viktor Pushkin said. - In the Sverdlovsky District, there are problems with the movement of people with disabilities in the underground passage near the “Polytech” public transport stop. We are also working out options to solve this issue.
In the autumn of this year, the fund plans to hold a charity auction. Also in the plans are the creation of a register of sports facilities, the signing of an agreement with the municipal enterprise “Irkutskavtotrans” on transporting wheelchair users and people who have difficulty moving to socially significant facilities, consulting representatives of pharmacies, restaurants, shops, and other organizations on identifying accessibility problems and eliminating them, attracting entrepreneurs to work with the fund, training specialists in accessible environments, and creating inclusive volunteering among people with disabilities.
