The temporary traffic restrictions for this period do not apply to international freight transport; to passenger transport by buses, including international ones; to vehicles of organizations engaged in road maintenance activities; to the transportation of goods necessary to prevent and/or eliminate the consequences of natural disasters or other emergencies; to vehicles of federal executive authorities in which military service is provided for by federal law; to the transportation of food products, animals, medicines, fuels and lubricants, seed stock, feed, fertilizers, mail, and postal cargo.
By April 17, specialists from the city improvement committee will install road signs 3.12. “Restriction on the mass per axle of a vehicle” with plates 8.20.1 and 8.20.2 “Type of vehicle trailer,” 3.11 “Mass restriction,” provided for by the Traffic Rules of the Russian Federation, at the city entrances, as well as information boards with warning information.
Specialists emphasize that this restriction makes it possible to preserve the asphalt surface in the spring period, when the structural elements of roads are overmoistened. In addition, it is at this time that street repairs using “large patches” will be carried out.
