In Irkutsk, a master plan project was presented that defines how the city will develop in the coming years, from new districts and reconstruction of the historic center to building schools, kindergartens, clinics, and transport hubs. The document pays special attention to greening, modernization of utility networks, and major transport projects, including the Maratovskaya interchange, a bridge across the Chertugeevsky Peninsula, and airport reconstruction.
As reported at a meeting of the Irkutsk City Duma by the deputy chairman of the Committee on Urban Planning Policy — the city’s chief architect Sergei Alexandrov, local regulations determine the territorial accessibility of local facilities and their provision.“The design solution provides for the placement of new construction both on undeveloped land and in the redevelopment zone. It is planned to replace low-rise development with high-rise development, the construction of new residential districts, the reconstruction of the historic center, and the development of individual housing. It also envisages the reconstruction, including restoration work, of the Vampilov Youth Theater building, and the construction-reconstruction of the Trud stadium,” Sergei Alexandrov clarified.
In the Leninsky District, 22 kindergartens, 9 schools, and polyclinics are planned. In the Sverdlovsky District, 23 kindergartens, 15 schools, polyclinics for 7,700 visits per shift, 2 libraries, a clinic, and a boarding house of the East Siberian Scientific Center for Human Ecology Institute are planned.
In the Oktyabrsky District — 28 kindergartens, 9 schools, polyclinics for 4,400 visits. In the Pravoberezhny District — 21 kindergartens, 11 schools, and polyclinics.
The project also provides for the creation of new and the improvement of existing green public spaces. Their area will amount to 1,325 hectares.
Proposals have been made for the placement of completely new transport and public facilities for Irkutsk — transport interchange hubs.
As part of the development of the transport network, the reconstruction of the Maratovskaya transport interchange, a bridge crossing between the Solnechny microdistrict and the Chertugeevsky Peninsula, the reconstruction of Irkutsk Airport, a bus station in the Marata suburb, and a pier on the Chertugeevsky Peninsula are planned.
The city mayor’s press service reported that the development of the electricity, heat and water supply networks, wastewater disposal, the reconstruction and construction of storm drainage, the construction of a number of treatment facilities, and the conversion of the decentralized surface water drainage system to a centralized one are envisaged.
The gasification and gas supply scheme for Irkutsk has been clarified. Within the planning horizon of the master plan, the placement of a combined-cycle thermal power plant is planned in the Marata suburb.
