Irkutsk residents will have to pay the full cost of cold water supply. City authorities decided to end cross subsidization to meet the conditions for receiving 529 million rubles for apartment building repairs. Previously, the difference in Vodokanal costs was covered by legal entities, but since the start of the year tariffs for residents and businesses have been equalized. Now the monthly fee for cold water is about 130 rubles.
Irkutsk residents will have to pay the full amount for cold water supply. The government of Irkutsk sees only this way out of the situation that has developed in the utilities sector. As a reminder, the maximum tariff for cold water supply in Irkutsk is set by the City Administration. According to the Chairman of the Irkutsk Duma, Andrey Labygin, this measure is forced. In order for the promised 529 million rubles for the repair of apartment buildings from the Fund for Assistance to Housing and Communal Services Reform to reach the city, the authorities must meet certain conditions. Namely — end cross-subsidization in all respects. “Until January 1, 2009, the population paid much smaller amounts for cold water supply than MUP ‘Vodokanal’ actually spent on providing Irkutsk with cold water. The expenses were covered at the expense of legal entities,” Andrey Labygin explained. Since the beginning of the year, tariffs for individuals and legal entities have been equalized. The deviation amounted to 35.6%. Now, per month, one has to pay about 130 rubles for cold water.
