In Irkutsk, to simplify land rights registration for plots under houses, dachas, and garages, the KUMI introduced a one stop system. Documents are now accepted all day, and at one building on Polenova 1 people can get consultations, cadastral registration, and technical inventory, saving time and money. Authorities say this is only the first stage of reform, next will be electronic tracking of documents. In 2008, the number of registered land plots rose noticeably, and no extra budget funds were needed to launch the system.

To simplify the procedure for registering ownership of land plots under existing buildings, dachas, and garages in the city of Irkutsk, by order of Mayor Vladimir Yakubovsky, a “One-Stop Shop” system has been introduced in the Committee for Municipal Property Management.
Within the “One-Stop Shop” system, document acceptance is carried out daily during working hours. Previously, documents were accepted from 9:00 a.m. to 1:00 p.m., which was inconvenient for applicants, since many of them had to spend their working time and take time off from work in order to submit documents. The second half of the working day was spent by specialists processing documents. At present, the internal work system of the committee’s land department has been changed, the functions of receiving and processing documents have been separated to depersonalize municipal employees, specialists for document acceptance have been assigned separately, and an additional “consultation window” service has been introduced for advising citizens, providing information on document readiness, and issuing completed documents. This information can also be obtained by calling 53-83-56.
In order to optimize the operation of the “One-Stop Shop” system, specialists of the Irkutsk Region Office of Rosnedvizhimost, who accept documents for state cadastral registration of land plots and issue information from the state land cadastre, as well as specialists of the Irkutsk Municipal Unitary Enterprise BTI, who accept documents for technical inventory of real estate objects and land management work, are located in one building at 1 Polenova St. These measures are aimed at providing comprehensive services to the public and reducing
the time required to process documents for land plots. Previously, after receiving an order approving the layout of a land plot in the Committee for Municipal Property Management of the city of Irkutsk at the address: 1 Polenova St., a citizen had to apply to the Territorial Office for the city of Irkutsk of Rosnedvizhimost at the address: 2 Kievskaya St. in order to place the land plot on state cadastral registration. If a person ordered a technical inventory
of a real estate object at the Irkutsk Municipal Unitary Enterprise BTI at the address: 11 Sukhe-Bator St., and ordered land management documentation from any land management organization located in different districts of the city, now he can do the same in one building at the address: 1 Polenova St. without wasting extra time or money on travel.
The placement of three structures involved in registering rights to land plots is the first stage in simplifying the registration of rights to land plots. It should also be noted that in other cities of the Russian Federation, budget funds of up to 115 million rubles were allocated to organize the work of the “One-Stop Shop” system. No additional budget funds were spent to organize this system in the city of Irkutsk.
In 2008, quantitative indicators for the registration of land rights for individuals increased by an average of 60% compared with 2007, namely, the number of orders by the chairman of the committee approving boundary plans and land plot layouts increased by 40%, and the number of mayoral decrees of the city of Irkutsk on the allocation of land plots increased by 67%. Thus, the number of orders by the chairman of the committee approving land plot boundary plans in 2007 for individuals amounted to 995, for legal entities 519; in 2008, respectively, 1391 and 639. The number of mayoral decrees of the city of Irkutsk on the allocation of land plots in 2007 for individuals amounted to 840, for legal entities 368; in 2008, respectively, 1399 and 319.
According to the deputy mayor, chairwoman of the Committee for Municipal Property Management of the Irkutsk city administration Alla Tankicheva, the implementation of the “One-Stop Shop” system is currently at the first stage; the next stage is electronic monitoring of document processing. At present, KUMI has developed an information system that makes it possible to track the internal timeframes for document processing at each stage of rights registration. For this purpose, as of 01.01.2009, applicants are issued a receipt for document acceptance with a unique number assigned. Considering that, in addition to the Committee for Municipal Property Management of the city of Irkutsk, other structural divisions of the Irkutsk city administration are involved in the registration of rights to land plots, it is necessary to establish control in these divisions. “At present, not all existing problems have been resolved; our main task is to reduce the time required for document processing and increase the number of land plots registered in the prescribed manner, which will have a positive effect both on the real estate market and on the collection of land tax, which is one of the sources of replenishment
of the revenue side of the city budget,” said Alla Tankicheva.
