IVVAIU considers this the most suitable option, since the special forces are funded from the federal budget. Other uses for the site were considered earlier, but they would have required significant spending from the regional budget.

The Ministry of Defense of the Russian Federation intends to station a special forces brigade of the Siberian Federal District on the basis of the Irkutsk Higher Military Aviation School. This is reported in a press release from the Russian Ministry of Defense citing First
Deputy Minister Nikolai Makarov. He stated that a brigade staffed from two units of the Siberian Federal District, in particular the special forces of the Berdsk Brigade, will be stationed on the IVVAIU site.
The IVVAIU also confirms the information and considers this option the most acceptable, since funding for the special forces comes from the federal budget. If, as had previously been planned, a Suvorov Military School or Cadet Corps were placed on this territory, then the educational institutions would be financed by 50% or more from the regional budget, which currently has no funds.
