The State Duma postponed consideration of the curfew law for teenagers, sending the bill for revision. The bill would let regions ban minors from streets and public places without adults from 2200 to 0600, and parents could face large fines for childrens night outings. The article also cites debate over the initiative and statistics which, according to the Irkutsk regional police, show such a law could prevent many crimes.

The State Duma has postponed the adoption of the law on a "curfew" for teenagers. This was done at the proposal of the Committee on Family, Women and Children Affairs. There, they believe that the document requires revision. The date for consideration of the law has not yet been set. The bill provides that regions, through their own laws, will be able to prohibit children and teenagers under eighteen, if they are not accompanied by adults, from being on the streets and in public places from 22:00 to 06:00 local time.
The President of Russia proposed introducing such a law back in December of last year. Since then, debates over its effectiveness have not subsided. A curfew is already in force in some regions of Russia. Such as the Kemerovo and Samara regions, and Krasnodar Krai. Irkutsk residents, however, have mixed feelings about the introduction of this law; some believe that at 17-18 years old a person can already decide independently where to be at night. But the statistics are eloquent: in 2008, more than four thousand socially dangerous acts committed by teenagers were recorded in Irkutsk. Moreover, every fifth offense occurred in the evening or at night. Even more alarming figures: about two thousand children themselves became victims of crimes.
"The analysis conducted by employees of the Main Internal Affairs Directorate for the Irkutsk Region shows that if the law, the so-called curfew, had existed in the Irkutsk Region for minors back in 2008, it would have been possible to avoid about 1,300 crimes committed both by minors and against minors," said German Struglin, deputy head of the press service of the Main Internal Affairs Directorate for the Irkutsk Region.
If the law is nevertheless introduced, parents whose children roam at night on their own will face hefty fines.
