Balagansky, Zhigalovsky, Katangsky, Olkhonsky, Ust-Udinsky district courts, as well as the Cheremkhovo city court, will be reduced. This was reported at the sixth reporting and election conference of judges of the region by Nikolai Novokreshchenov, head of the department of the Judicial Department under the Supreme Court of the Russian Federation for the Irkutsk Region.
He explained that the reduction of courts is aimed at optimizing the workload on them. Thus, the workload in the six listed small-staff courts is insignificant, while in the courts of neighboring districts or cities of the Irkutsk Region it is excessive. Therefore, a decision was made to reorganize them.
Nikolai Novokreshchenov noted that the small-staff courts will be merged with the courts of neighboring districts. The Cheremkhovo city court will become a district court. However, according to Nikolai Novokreshchenov, judges will not be dismissed – some of them will continue working in their former territories, and some will become part of the city courts of the Irkutsk Region.
Construction of the new buildings for the Oktyabrsky and Leninsky courts of Irkutsk will be completed in 2010-2011. In 2009, about 100 million rubles will be spent on the construction of the buildings. The cost of building each of them exceeds 200 million rubles. As Nikolai Novokreshchenov explained, the necessary funds have been provided under the federal target program “Development of the Judicial System of Russia” for 2007-2011.
The number of courts in the Angara region will change after the State Duma of the Russian Federation adopts a law on optimizing the district courts of the region. Nikolai Novokreshchenov said that at present its draft is being considered in the Supreme Court of the Russian Federation.
The expenses for ensuring the operation of the courts of the Irkutsk Region in 2009 will amount to 1 billion 700 million rubles.
The funds from the federal budget necessary for the courts’ work will be transferred in full. Financing will be carried out according to plan, no disruptions are foreseen. “The crisis has not affected the judicial system; we are even planning an increase in staff,” Nikolai Novokreshchenov summed up.
