In Irkutsk, Sergei Naryshkin held meetings on budget spending and strengthening anti corruption work. He said corruption hinders anti crisis measures and spoke of a large review of regulations for corruption risks. Also, the Legislative Assembly session discussed anti corruption review of regional laws, and the visit ended with awards for winners of the regional swimming championship.
Expenditure of budget funds and the fight against corruption. These topics were the focus of meetings chaired by the Head of the Administration of the President of Russia, Sergei Naryshkin. Today he arrived in Irkutsk on a working visit.Presidential oversight of the use of budget funds. This is the main topic of the meeting. Another important issue is strengthening anti-corruption efforts. The Head of the Administration of the President of Russia, Sergei Naryshkin, gathered in Listvyanka the head of the state control department of the Administration of the President of Kazakhstan, Serikzhan Kanaev, the presidential plenipotentiary in the Siberian Federal District, Anatoly Kvashnin, deputies of the plenipotentiaries of all 7 federal districts, and the leadership of the Irkutsk Region. As Sergei Naryshkin noted, corruption seriously hinders the implementation of anti-crisis measures:
- It is no coincidence that the head of state instructed the Control Directorate, together with the offices of the plenipotentiaries in the federal districts, to inspect the activities of executive authorities at all levels that have control and supervisory functions, as well as those implementing permitting procedures - to check for corrupt ties between them and organizations providing services in the relevant areas.
The discussion of methods to combat corruption continued at a session of the regional Legislative Assembly. According to Speaker Lyudmila Berlina, the parliament of the Angara Region conducted an anti-corruption review of regional laws and has already amended or supplemented 15 of them. Sergei Naryshkin informed the deputies that, across Russia as a whole, about 12,500 laws containing a corruption component were identified last year alone. The overwhelming majority of them - almost 90% - relate to the municipal level.
- The President has set the task of conducting a comprehensive review of both existing regulatory legal acts at the federal, regional, and municipal levels, and organizing work to review new draft laws.
At the end of the day, Sergei Naryshkin - already as the chairman of the Russian Swimming Federation - attended the closing of the regional championship at the Izumrud pool. There, together with Governor Dmitry Mezentsev, he awarded the tournament winners and said that he tries to attend such events in every region he visits in order to support this, in his words, the most harmonious sport.
