In Irkutsk, a capital repair program for state institution facilities for 2009 to 2010 was adopted, and one of the most controversial decisions was the repair of the Irkutsk prison building. Due to overcrowding in other detention centers, inmates plan to be released on recognizance, which worries residents. After the renovation, the prison will be equipped with a gym, computer room, medical office, and even a playground with a fountain for meetings with relatives.
Yesterday, at a meeting of the Irkutsk Government, the Program for the Comprehensive Capital Repair of Real Estate Facilities of State Institutions of Irkutsk for 2009-2010 was adopted.The Administration of Irkutsk and the Irkutsk Region conducted an inspection of the technical condition of the building of the Irkutsk prison. After the inspection, serious violations were identified and a decision was made to carry out a major renovation of the building.
There is no doubt in anyone’s mind that the prison has long needed repairs. But where should the inmates be placed during the renovation? The Administrations of Irkutsk tried to find them temporary shelter, but because of overcrowding in other places of detention in the country, it was decided to release all inmates on their own recognizance not to leave.
The prison will be closed this summer. Such a major renovation could turn into a real catastrophe for many Irkutsk residents. The inmates will simply be released onto the street, and they will not be provided with housing or work. Where will they go and what will they do for an entire year?
After the renovation, the Irkutsk prison will be equipped with a gym for sports, a computer classroom, a medical office, and even a children's playground with a fountain, where prisoners can meet with relatives.
