The Irkutsk region government plans to provide additional funding to complete the Innokentyevskaya Sloboda residential complex, to attract federal mortgage agency funds and resume construction. It also decided to increase the charter capital of the Irkutsk regional housing agency by 150 million rubles, with strict control over spending. Work is planned to resume by the end of August, and completion of the blocks is scheduled in stages through the first quarter of 2013.

Deputy Chairman of the Government of the Irkutsk Region Nikolai Khitsenko reported this at a meeting with the initiative group of equity holders of the residential complex “Innokentyevskaya Sloboda.” He noted that at the autumn session of the region’s Legislative Assembly, it is planned to consider the issue of allocating additional funding from the regional budget for these purposes. The measures adopted will make it possible to attract funds from the federal Agency for Mortgage Housing Lending and continue construction of the residential complex; it was also decided to increase the charter capital of OJSC “Irkutsk Regional Housing Agency” by 150 million rubles.
– Formally, the mortgage agency will become a participant in the equity construction of “Innokentyevskaya Sloboda” and, by concluding an agreement, will transfer money to continue construction, – said Vladimir Shcherbakov, General Director of OJSC “Irkutsk Regional Housing Agency,” - in fact, this will be a loan against the future sale of the properties.
As a reminder, block section No. 8 was commissioned in June. According to Vladimir Shcherbakov, work on the construction of the residential complex will resume by the end of August. Block sections 5, 6, and 7 are planned to be completed by the end of the year, and the remaining four in the first quarter of 2013. He also noted that it is planned to direct funds received from the sale of vacant space at the site and commercial real estate to construction.
– The funds that we channel into IRHA from the regional budget will be strictly controlled by the Government of the Irkutsk Region, – Nikolai Khitsenko emphasized. – This is not a private agency; its founder is the region’s Ministry of Property Relations. A clear procedure for spending the funds will be established: complete the work – receive the money.
