In Irkutsk region, a bill is being prepared on payments to families whose children did not get into kindergarten, and on support for entrepreneurs opening private preschools. Sergey Eroshchenko said that in 2012 29,865 children will get places in kindergartens, and the shortage will be addressed through new construction, reconstruction, family groups, and repurposing premises. The authorities also want to require companies operating in the region to take part in building or reconstructing kindergartens.
Today, Governor of the Irkutsk Region Sergey Eroshchenko announced this at a meeting with journalists. He also noted that a draft law is being developed in the Irkutsk Region that will determine the amount of payments and the procedure for receiving them. In addition, the document will spell out support for entrepreneurs who organize private kindergartens in the municipalities of the Irkutsk Region.
In the Angara region, 20,730 children aged 2 to 3 and 28,132 children aged 3 to 7 are on the registration list. In 2012, 29,865 children will be enrolled in preschool institutions. This is 61% of the total number on the registration list. Places have been secured through the freeing up of spaces as children graduate from older groups (21,481 places), the creation of additional places in municipal institutions (2,952), in family preschool groups and supervision and care groups, the reconstruction of buildings and premises of previously transferred kindergarten buildings (1,500), the reconstruction of existing municipal institutions (560). Also, the construction of new kindergartens – 520 places, the creation of short-stay groups – 1,330, and the introduction of additional places as a result of repurposing groups.
As the Governor noted, at present the Government of the Irkutsk Region is working on the issue of including in agreements on socio-economic cooperation with enterprises operating in the Angara region an additional obligation – the construction or reconstruction of preschool education institutions.
– The entire infrastructure of the Irkutsk Region suffers from the lack of the necessary number of places in kindergartens – if a person does not take the child to kindergarten, then he will not go to work. Therefore, not only the regional Government should be concerned about this problem, but the owners themselves as well, - said the head of the region.
