Irkutsk may receive 7.4 billion rubles under the federal program for developing engineering infrastructure for 2014 to 2018. The funds are planned for sewage plant reconstruction, sewer collectors and water mains to solve long standing water supply and wastewater problems. According to Evgeny Devochkin, this will create a basis for active construction and city development over the next 20 to 30 years.

The decision on this was made by the Ministry of Economic Development of the Russian Federation in June 2012. According to the deputy mayor, chairman of the Committee on Urban Planning Policy of the Irkutsk city administration, Yevgeny Devochkin, the program should be adopted by the end of 2012. Under it, thanks to the efforts of regional and city authorities, Irkutsk may receive 7.4 billion rubles. It should be noted that the funds under the program are allocated on a co-financing basis: 60% from the federation, 20% from the consolidated budget of the city and the region, and 20% from extra-budgetary funds. The program is designed for the period from 2014 to 2018.
As Yevgeny Devochkin noted, the funds provided for by the program will be spent on the development of Irkutsk’s engineering infrastructure.
Among the facilities included in the program -
Projects already exist for most of the facilities, and state expert review has been obtained.
According to specialists, today Irkutsk’s treatment facilities are operating beyond their capacity, and the need for their reconstruction has been overdue for a very long time. In particular, the restoration and construction of main sewer pipelines and collectors in the Kuybyshevsky District of Irkutsk will ensure the trouble-free transport of wastewater from the entire Oktyabrsky and Pravoberezhny districts to the right-bank wastewater treatment facilities. And the construction of water pipelines will make it possible to provide the entire left bank of Irkutsk with high-quality water supply.
As Yevgeny Devochkin notes, the program is not limited to solving problems and developing the city’s engineering infrastructure. At present, Irkutsk has investment programs in place for the MUP PU Vodokanal and the Network Company LLC Irkut. The development of investment programs for Irkutskenergo OJSC and Baikalenergo CJSC is nearing completion.
Solving the problems identified in the programs will allow Irkutsk to actively build and develop over the next 20-30 years.
