In Irkutsk Oblast, a registry of large families who applied for free land plots will be created, and a procedure for granting them in municipalities will be developed. Within a month, measures to reduce housing construction costs will also be prepared, including possible subsidies, preferential mortgages, and infrastructure for plots. Governor Sergei Eroshchenko proposed creating an open Land Bank so land is allocated with limits on resale and without speculation.
In the Irkutsk Region, it is necessary to create a register of large families that have applied for the provision of land plots for individual housing construction or for running a personal farm, and to develop a procedure for providing land plots to large families within municipal formations. Also, within a month, a set of measures aimed at reducing the costs of large families for housing construction must be developed. Such instructions were given today to all subordinate structures at a meeting of the Presidium of the Government of the Irkutsk Region by the Governor of the Angara Region, Sergei Eroshchenko. As reported by the Deputy Chairman of the Government of the Irkutsk Region, Valentina Voblikova, based on information from local self-government bodies, an analysis was conducted of the number of large families that had applied for free land plots. As a result of this analysis, the number of citizens in this category amounted to 933 large families. The Ministry of Social Development, Guardianship and Trusteeship of the Irkutsk Region has prepared and sent to the regional Ministry of Construction and Road Economy proposals for inclusion in the long-term target program “Stimulating Housing Construction in the Irkutsk Region for 2011-2015,” providing for conditions for allocating subsidies for the construction or purchase of housing, and for the free provision of building materials and house kits for large families. As reported by Minister of Construction and Road Economy Mikhail Litvin, the departmental target program “Development of Mortgage Housing Lending in the Irkutsk Region for 2011–2013” is being implemented in the Irkutsk Region, which provides for regional state support to partially pay the down payment for mortgage housing lending from the regional budget.
One of the conditions for reducing construction costs is the availability of land plots for individual housing construction, defined by the master plans of municipal formations, and the possibility of providing the specified land with engineering, transport, and social infrastructure facilities, as well as technical conditions for connecting the facilities to engineering and technical support networks.
Sergei Eroshchenko instructed that the issue of creating a Land Bank of plots suitable for individual housing construction or for running a personal subsidiary farm be worked out. Information about the availability of land plots should be publicly accessible.
- In order to avoid speculation in the future, land should be allocated with encumbrances for construction, with restrictions on resale; the next stage may be the implementation of programs using preferential mortgages, - the head of the region emphasized.
The Governor noted that work with each large family must be individual and should provide for several possible solutions. Sergei Eroshchenko pointed out that the set of measures to improve the housing conditions of large families must also take into account the proposals of the region’s municipalities.
