Irkutsk region submitted a consolidated request for about 17.5 billion rubles from the federal budget in 2013, mostly for federal target programs. The government also discussed why the region does not always get the requested funding and measures to improve participation in federal programs.

The Irkutsk Region has submitted a consolidated application for allocations from the federal budget in 2013 in the amount of about 17.5 billion rubles.
Of this, nearly 16.5 billion rubles are for the participation of the Angara region in federal target programs, and about one billion rubles are for financing capital construction projects from the budget of Russia that are not included in the FCP. This was reported today by the Minister of Economic Development and Industry of the region, Ruslan Kim, at a meeting of the Presidium of the Regional Government, chaired by the Governor of the Irkutsk Region, Sergey Eroshchenko.
Ruslan Kim spoke about the preliminary results of the Angara region’s participation in federal target programs in 2012. Twenty-three FCPs are being implemented in the region, 11 of which involve regional and municipal authorities. At the same time, according to Ruslan Kim, the percentage of budget requests submitted by the Irkutsk Region that are approved remains insufficient. This is explained by three factors. First, the absence of design and cost documentation for the capital construction projects being requested (39% of funding refusals). Second, an insufficient amount of, or no, co-financing from the regional budget within the framework of regional target programs (22%). Third, the absence of regional target programs necessary for financial support within the relevant FCPs (39%).
Eliminating these problems, in the minister’s view, is the main task in ensuring the maximum participation of the Irkutsk Region in federal target programs in 2013. An independent task of the Regional Government should be the preparation of an application for the inclusion of the Angara region in the FCP being developed, “Economic and Social Development of the Far East and the Baikal Region for the Period up to 2018.” At present, a draft list has been prepared in which the Irkutsk Region proposes including 47 projects in the program with a total funding volume of 84.3 billion rubles, including 51.5 billion rubles from the federal budget. To enter this FCP, 25.5 billion rubles must be provided in regional and departmental programs from 2014 to 2018.
The draft decision of the meeting of the Presidium of the Government of the Irkutsk Region includes a number of instructions, the deadline for which is limited to the period from September 25 to November 15 of the current year. Governor Sergey Eroshchenko particularly emphasized the need for the timely fulfillment of obligations undertaken by the heads of ministries and agencies.
– I believe that executive discipline should be one of the most important indicators of the effectiveness of officials working in the Government of the Irkutsk Region, – the head of the region stressed.
