In Irkutsk from September 18 to 30, 2012, a special fire safety regime is introduced, with extra safety measures, preventive patrols, and a ban on bonfires and burning trash.

The decree on the introduction of a special fire safety regime was signed today by the Mayor of Irkutsk. The fire safety regime is being introduced in the territory of the city of Irkutsk from September 18, 2012 to September 30, 2012. The special regime provides for additional fire safety requirements and preventive measures.
The purpose of these actions is to prevent fires in the city. As explained by the Department for Civil Defense and Emergency Situations of the Irkutsk city administration, due to the onset of low temperatures, residents begin using electric heaters and heating stoves, which often leads to fires. In addition, the number of cases of illegal connection to power lines increases, which also leads to an increase in the number of fires. The main causes of fires in 2012 were careless handling of fire – 273 cases, violation of the rules for the installation and operation of electrical equipment – 86 cases.
During this period, a ban is introduced in the territory of the city of Irkutsk on making fires and burning garbage and production waste. In the city districts, meetings of citizens will be held on compliance with fire safety rules, and the distribution among the population of printed materials on compliance with fire safety measures will be organized.
Additional measures will be taken to demolish vacated dilapidated and emergency housing, clear access to fire hydrants, ensure unobstructed passage of fire equipment into yards, and carry out measures to clear basements and attics and adjacent areas of combustible waste. Specialists from the administrations of all districts have been instructed to conduct raids on the places of residence of dysfunctional families and socially vulnerable groups of the population, during which briefings on compliance with fire safety requirements will be conducted;
The decree also provides for ensuring the heightened readiness of the municipal enterprise “Emergency Rescue Service of Irkutsk” to respond to and eliminate possible emergency situations during the period of the special fire safety regime.
Additional safety measures will be taken in the city's educational institutions. With school students, talks, class hours, and screenings of educational films on the topic “Compliance with fire safety rules” will be held, as well as additional classes on studying fire safety rules, rules of conduct in extreme situations, measures to prevent fires, and careful handling of fire.
The request to the public is that in the event of any preconditions for emergency situations, immediately call 52-01-12, 24-27-10.
We remind you that in accordance with the Code of the Russian Federation on Administrative Offenses, violation of fire safety requirements:
