In Irkutsk, a fraud scheme was uncovered during the installation of street lighting, which stole more than 5 million rubles from the city budget. Instead of expensive LED lights, contractors installed cheaper lamp analogs, and the work was accepted without proper review. A criminal case has been opened for especially large scale fraud

Employees of the Department for Economic Security and Combating Corruption of the Main Directorate of the Ministry of Internal Affairs of Russia for the Irkutsk Region uncovered a fraudulent scheme through which more than five million rubles were stolen from the budget of the city of Irkutsk.
The money was transferred under the terms of a municipal contract to the contractor company, which this winter installed road lighting on several streets in the Sverdlovsky District of the regional center. In particular, on Ryabikova Boulevard, Ulan-Batorskaya, Irkutnaya, and Starokuzmikhinskaya streets, instead of expensive LED luminaires, which are economical and efficient, the contractors installed cheaper lamp-based analogues. The difference in their price amounted to 5 million 375 thousand rubles.
The suspects misled the responsible officials by taking advantage of the fact that both brands of luminaires are manufactured at the same plant and are visually almost indistinguishable, and the administration specialists accepted the work without the appropriate examination.
Now, based on materials from the Department for Economic Security and Combating Corruption of the regional police, the Main Investigative Directorate (GSU) of the Main Directorate of the Ministry of Internal Affairs for the Irkutsk Region has opened a criminal case under Part 4 of Article 159 (Fraud on an especially large scale). All circumstances and guilty persons will be established during the investigation.
