Irkutsk Duma approved changes to the city budget, revenues increased due to higher tax receipts and extra aid from the regional budget, and expenses by 243 million rubles. Additional funds will go to repairs and equipment for institutions, school meals, emergency work on utility networks, winter road maintenance, and city programs. The budget also includes costs for connecting the Unified Dispatch Service to 112 and supporting the Irkut basketball club.

As noted by Acting Deputy Mayor and Chair of the Committee on Budget Policy and Finance Alfiya Valiulina, the change in the revenue side of the budget is related to the planned adjustment of tax and non-tax revenue receipts, as well as the amount of financial assistance from the regional budget.
The forecast for tax revenues has been increased, according to the tax authorities, by 293.6 million rubles, mainly due to growth in personal income tax receipts and the single tax levied under the “simplified system.” Non-tax revenues will be 104 million rubles lower, mainly due to a decrease in land lease payments. The amount of interbudgetary transfers has been increased by 40 million rubles in connection with changes in the regional budget. The city will additionally receive 19 million rubles in targeted financial assistance for co-financing the construction of a kindergarten on Michurina Street. The amount of the subvention for organizing the educational process has been increased by 35 million rubles. An additional 11.5 million rubles will be received for the implementation of the regional program to improve the efficiency of budget spending. The amount of transferred funds for providing housing for orphaned children has been increased by 15 million rubles, while 21 million rubles less has been allocated for providing housing to citizens discharged from military service. Regional allocations for providing citizens with subsidies for payment of housing and communal services have been reduced by 30 million rubles, taking into account the change in the number of recipients.
Thus, the increase in the revenue side of the budget as a whole amounts to 233.5 million rubles.
It is proposed to increase the expenditure side of the budget by 243 million rubles. The purposes for which the additional revenues are planned to be directed, as well as the savings formed based on the results of budget execution for the first 8 months of the current year, have been determined. An additional 24 million rubles is provided for granting subsidies to city educational, healthcare, and cultural institutions for current repairs of premises, equipment purchases, employee medical examinations, and other purposes. Due to the increase in the number of children eligible for free meals, school meal expenses have been increased by 9 million rubles. About 4 million rubles will be allocated for the purchase and installation of equipment at the Unified Dispatch Service of Irkutsk to include it in the “112” system, which will begin operating in 2013. About 10 million rubles is provided for emergency restoration work on utility networks. 30 million rubles will be directed to the maintenance of the street and road network during the winter period, and 6.7 million rubles will be allocated for subsidies to transport organizations.
For the implementation of the Comprehensive Programs for Construction and Capital Repairs, considered today during the City Duma session, an additional 186 million rubles has been provided. In addition, budget changes have been taken into account based on the previously adopted decision to support the basketball club “Irkut” - 13 million rubles have been allocated for the preparation and participation of teams in All-Russian competitions. Funds of financial assistance from the regional budget that have a designated purpose have been distributed among targeted programs and expenditure items in accordance with the purposes of their allocation.
Taking into account the amendments made, the city budget has been approved: revenues - 11 billion 957 million rubles; expenditures - 12 billion 778 million rubles. The deficit amounts to 9.7% of the volume of revenues excluding gratuitous receipts.
