In Irkutsk, the citys economic development program for 2013 2017 was discussed, aimed at increasing budget revenues through entrepreneurship, high tech industries and services. The plan includes investment, small and medium business, tourism, innovation and the consumer market.

The document was reviewed at a meeting of the Committee on Economic Policy and Budget chaired by Irina Tsvigun.
The developed program is designed for 2013-2017. Its goal is to increase the city budget’s own revenues through the development of entrepreneurial activity, high-tech sectors of the economy, and the service sector.
As noted in his address to the deputies by the chairman of the Committee on Economy, Alexey Almukhamedov, the document was developed to create a unified comprehensive approach to stimulating economic activity in the city, optimizing existing mechanisms and creating new mechanisms of municipal support for economic processes.
The program includes the development of five areas: investment activity, small and medium-sized businesses, tourism, innovation, and the consumer market.
The creation of an industrial park, the promotion and improvement of public-private partnership mechanisms, including the development of concession relations, and the attraction of funds from federal and regional programs may contribute to qualitative changes in the field of investment activity.
The development of small and medium-sized businesses is one of the priority areas of the city’s socio-economic development. Its importance is associated with efficiency, mobility, and the ability to respond flexibly to all market changes. Small business addresses employment issues and, in addition, ensures stable revenues to the city budget.
Environmental and business tourism is one of Irkutsk’s competitive advantages, and its implementation can significantly affect the city’s economic development.
The level of practical implementation of innovative developments is still quite low. Important for the formation of the city’s innovation system is the provision of organizational, methodological, consulting, and financial support for innovative small and medium-sized enterprises.
The program developers also note the need to develop the consumer market, which is one of the “locomotives” of Irkutsk’s economy. In total, more than 85,000 people are employed in the city’s consumer market. At present, there are 5 large network wholesale and retail structures, as well as a branded retail network of local food and processing industry enterprises. It is they who form a healthy competitive environment, restrain price growth for socially significant goods, and increase the share of goods produced by local manufacturers in the structure of trade turnover. To develop this area of the city’s economy, it is necessary to build modern infrastructure, increase the economic accessibility and quality of goods and services for the population, strengthen the role of local producers and raw material suppliers, and create a modern wholesale trade structure.
