In Irkutsk, over the next five years, the Safe City system will be expanded on a large scale. Smart traffic lights and license plate recognition will appear at busy intersections, and up to 1500 digital cameras will be installed in crowded places and near strategic sites. A single 112 number will also be created, and vandal resistant Citizen Police units will be placed for contact with emergency services. Kindergartens, schools, health care and cultural institutions will also be equipped with cameras, and funds for this infrastructure are already in the budget.

Within the framework of the program, over five years it is planned to equip the busiest intersections with intelligent technical means that change the traffic light operating mode depending on the traffic load of vehicle movement directions and are capable of recognizing state registration plates, as well as with traffic participant information systems. In addition, up to 1,500 digital video cameras will appear in places where large numbers of people gather, in areas with an unfavorable crime situation, and in locations of strategically important facilities, of which 1,300 will be wide-angle and 200 will be robotic.
To ensure effective work with citizens’ telephone appeals in all emergency situations, a unified “112” number system is being created. As an additional means of communication with emergency services, 250 vandal-resistant “Citizen-Police” complexes will be installed at public transport stops and in crowded places.
93 kindergartens, 49 schools, 83 healthcare facilities, 35 cultural institutions, and 1 sports facility will be equipped with video surveillance cameras, and they will be connected to a unified citywide system.
Next year, the budget will provide 40 million rubles for organizing the infrastructure of the “Safe City” system, 12.5 million rubles for strengthening public order, and 88.4 million rubles for protecting the population and territory of Irkutsk from emergency situations.
