In Irkutsk, surveillance cameras are already installed in 58 educational institutions, and by the end of November five more kindergartens and three schools will be equipped with them. At the antiterrorism commission meeting, plans to strengthen security were also announced. Fences will be repaired and installed in the city, and 30 million rubles are allocated for this in the budget. In addition, the authorities are focusing on prevention, from educational work among schoolchildren to urging citizens to report suspicious situations to law enforcement agencies.
In Irkutsk, 58 educational institutions are equipped with video surveillance cameras. In particular, cameras have been installed in 38 schools, 18 kindergartens, and two supplementary education institutions. By the end of November, video surveillance systems will be installed in five kindergartens and three schools. This was reported at a meeting of the anti-terrorism commission by Valentina Peregudova, head of the Department of Education of the Committee for Social Policy and Culture of the Irkutsk City Administration. In addition, video surveillance systems are operating in eight healthcare institutions and six cultural institutions. The installation of cameras at municipal facilities in the city is being carried out as part of the departmental target program “Strengthening Law and Order in the Territory of Irkutsk for 2009–2012.” Another 93 kindergartens, 49 educational institutions, 20 healthcare institutions, 32 cultural institutions, and three sports facilities still need video surveillance systems. Funds for equipping these facilities with video cameras are provided in the “Safe City” program, which will be implemented in Irkutsk from 2013 to 2017.
An equally important issue is creating safe conditions in schools and kindergartens: installing access control systems and fencing adjacent areas. As of today, 40 schools, 41 kindergartens, and six supplementary education institutions need full or partial replacement of fencing. The city budget for 2013 allocates 30 million rubles for these purposes. Repairs and installation of new fencing are planned on the grounds of 15 kindergartens and 15 schools.
During the anti-terrorism commission meeting, issues related to preventive anti-terrorism measures were also discussed. Irkutsk Deputy Mayor Dmitry Razumov noted that, first and foremost, it is necessary to urge the public to remain vigilant and to report emergencies, including those caused by or involving the threat of a terrorist act, to law enforcement agencies. It is also necessary to carry out measures to prevent extremism and conduct educational outreach among school students, and distribute informational leaflets.
