Public hearings were held in Irkutsk on the draft land use and development rules for part of the Right Bank district, the area along the future road and several city streets. The document, based on the city master plan, is meant to organize urban development and divide the area into functional zones. Until November 16, residents can review the materials and send comments, which will then be considered by the zoning commission.

Public hearings on the draft land use and development regulations for part of the Pravoberezhny District were held yesterday in Irkutsk. This is the area within the boundaries of the projected road along the Ushakovka River, along Urozhaynaya, Dorozhnaya, Shiryamova, Sovetskaya, Dekabrskikh Sobytiy, Karl Marx streets to the left bank of the Ushakovka River. Then along Rabochaya Street to its intersection with Nizhnyaya Naberezhnaya Street, across the channel of the Angara River, around Komsomolsky Island, then along the channel of the Irkut River and along the fairway of the Angara River (downstream).
As Inna Kondratyeva, acting chief architect of Irkutsk, said, the land use and development regulations (LUDR) were developed by OAO Irkutskgiprodornii on the basis of the city master plan and territorial planning projects for Irkutsk. Their main purpose is to streamline urban development activities in the city. According to the LUDR, the city territory is divided into planning districts with a specific functional designation. During public hearings, participants have the right to voice their comments and suggestions on this matter.
Before the public hearings, the materials on the LUDR draft were displayed at the Urban Planning Policy Committee of the Irkutsk city administration. They can be reviewed until November 16. Until that same date, the committee is accepting comments on the land use and development regulations. All of them will be sent to the developer and then considered by the LUDR commission in the Irkutsk city administration. As practice shows, about 70 percent of such comments are approved.
Recall that since the beginning of this year, 15 territories have already gone through the public hearing procedure. The land use and development regulations for five of them have been approved by the Irkutsk City Duma — these are two areas in the Pravoberezhny District, two in the Sverdlovsky District, and one in the Oktyabrsky District of Irkutsk.
