Ten more monuments are at various stages of restoration. The agency has become an operator of the federal preferential loan programme.

The Irkutsk Monuments Development Agency, set up on the initiative of the mayor’s office, has helped to restore 28 historic buildings, and 10 more are at various stages of restoration. Many of the restored houses now serve as hotels, restaurants and shops — for example, at 64a Sedova Street, 18a Karla Libknekhta Street and 9 Timiryazeva Street.

The scheme works like this: an investor selected by tender signs a contract to buy the monument with an obligation to restore it, pays for the building and the land in instalments during the work, and also pays for the design, the expert review and the work itself. The agency acts as the technical client: it prepares the documents, obtains approvals, selects licensed contractors and supervises the work. Since 2026 ARPI has been a key operator of the federal preferential lending programme for restoration developed by the Russian Ministry of Culture together with DOM.RF.
