In Irkutsk, the system of electronic municipal services and electronic document flow continues to develop, dozens of information systems are already automated, and some city hall services are available online.
At the first stage of the program, specialists installed 43 information systems in 23 administrative buildings and budgetary institutions of the city, ensuring the operation of about 1,500 personal computers. In 2011-2012, a unified system for automating the work of the municipality was developed.
“We created a software product - a municipal information system for automating management processes. The goal is to provide services electronically,” said Alexey Shcherbakov. - “By law, the municipality provides 42 services. 6 services have already passed certification and are actually provided electronically in the relevant departments of the mayor’s office. These include issuing permits for the installation of advertising structures, accepting and issuing documents for the transfer of a residential premises to non-residential use, approving the redevelopment of a residential premises, registering children for kindergartens and educational institutions, and monitoring a child’s place in the kindergarten queue. In the near future, it will become possible to use the geoinformation system “Investment Map of the City of Irkutsk”.”
All the necessary information about the city’s resources - land, institutions, etc. - has already been entered into it. Work is now underway to clarify and correct the addresses of the facilities. The GIS “Investor” will be available through the Irkutsk city website.
The next stage in the development of electronic services is the process of integration with the regional communications hub. After it is launched, residents will be able to use municipal services through the federal public services portal (gosuslugi.ru) as well. After the opening of the Regional Multifunctional Center, it will become possible to receive services under the “one-stop shop” system.
Work continues - this year the automation of another 35 services will be completed, and the installation of information kiosks for providing electronic municipal services is planned.
“This will reduce the process of obtaining or processing the necessary documents for residents. Electronic document management will make it possible to control the decision-making process and make it transparent,” noted Alexey Shcherbakov.
Since 2011, an electronic financial document management system using electronic signatures has been launched within the administration. At present, 400 city hall employees have electronic keys for electronic signature processing. In the near future, a Certification Center for the electronic digital signature of the local self-government bodies of the city of Irkutsk, municipal institutions and enterprises will be created. This will make it possible to carry out electronic financial document management with the treasury and other financial agencies.
During the program’s implementation, an automated information system (AIS) for maintaining the register of procurement for municipal needs, “Procurement Register,” was developed. The information system for managing municipal property and land was modernized.
Work is underway to develop an integrated information system for education in the city of Irkutsk.
“We analyzed the work of teachers and the education department. We came to the conclusion that teachers are overloaded with writing various reports. At the same time, the education department has a lot of paperwork involved in correcting and approving data. The new information program will make it possible to create a single database and work with it promptly. The technical specification has been created, and programmers are already starting work,” said the head of the department.
Work has begun on the technical specification for collecting, processing and exchanging information on the work of the housing and utilities complex, notifying and monitoring the elimination of emergency situations. The AIS “Accounting and Control of the Use of Medicines and Medical Devices” has been modernized. Changes have been made to the software of the AIS “Accrual and Accounting of Housing Compensation.” Work has been carried out to support and develop the citywide automated information processing system for accounting for solid household waste. Work has been carried out to form the Register of Addresses of Real Estate Objects as part of the unified information resources of the administration of the city of Irkutsk. Support and refinement have been completed for the AIS supporting the management of the administrative district, “Management of Apartment Buildings,” for the registration, accounting and control of licenses for retail sales of alcoholic products, accounting, and a number of other information systems.
Work on developing a system of electronic services for the city’s residents and improving the electronic document management system will continue within the framework of the new subprogram “Electronic Irkutsk,” which is designed for 2013–2017.
