In Irkutsk region, an administrative reform continues to optimize government bodies and use budget funds more efficiently. The first stage is complete, over a thousand powers in 36 bodies were analyzed, and the second stage plans to cut costs, introduce an industry based pay system, and assess local self government efficiency. According to officials, the reform will affect about two thousand civil servants, and the optimal executive structure is promised by mid June. Sergei Sokol stressed that in difficult economic conditions the reform must be completed as quickly as possible to improve the quality of budget services for people.

Today, members of the Government of the Irkutsk Region, during a working meeting, once again returned to the implementation of the administrative reform in the region. The essence of this reform is to optimize the executive authorities and local self-government bodies, as well as federal structures located in the territory of the Irkutsk Region. This will help achieve more efficient use of budget funds, as well as significantly increase the efficiency coefficient of the executive branch.
The first stage of the reform has been practically completed. During its implementation, the efficiency of the executive authorities was improved. Specialists analyzed more than one thousand powers in 36 government bodies of the Angara region.
The number of civil servants employed in the Irkutsk Region is 184 thousand people, which is 6 thousand above the norm.
It turned out that 63% of powers are assigned to the state, 21% — to the federal subject, and 16% are not assigned or are not exercised at all. The share of support staff is high — 64%. In addition, the powers of regional authorities are not clearly defined. As Deputy Chairman of the Government of the Irkutsk Region Alexander Vedernikov emphasized, the following structure must be strictly maintained in the region: ministry (strategic function) — agency (executive function) — service (control function).
The priority tasks of the second stage of the administrative reform are optimizing expenditures on the maintenance of budgetary institutions, introducing an industry-based wage system, as well as developing a system for evaluating the effectiveness of local self-government bodies.
In total, the administrative reform in the Irkutsk Region will affect about two thousand civil servants. An optimal structure of the executive branch will be prepared by mid-June, Alexander Vedernikov said.
As Acting Governor of the Irkutsk Region Sergey Sokol noted, in difficult economic conditions the implementation of the administrative reform must be completed in the shortest possible time. According to him, such a policy will help improve the quality of public-sector services provided to the population.
